RETROFLEX-EU: Sensor-Lean Building Decarbonization Platform

We will develop RETROFLEX-EU, a sensor-lean building decarbonisation platform for existing multi-residential, public, commercial and hospitality buildings without dense submetering or modern BMS infrastructure. Using data already available, the platform will estimate actual energy performance, identify losses and prioritise operational and capital measures, targeting 10–25% verified operational savings without additional sensor deployment.

We will create a modular architecture that ingests and harmonises bills, main-meter and smart-meter feeds, weather data, EPC registers, GIS/cadastre information and other public datasets. It will combine utility interfaces, a multi-tenant portfolio manager, carbon-accounting functions and an IPMVP-compliant measurement and verification component. Existing meters and data connections will replace dependence on dense building hardware.

We will build AI/ML inference methods for weather-normalised baselines, consumption disaggregation, loss localisation and causal attribution of savings to implemented measures. TABULA/EPISCOPE typologies, GIS embeddings and existing energy-efficiency models will provide cold-start priors where histories are short or incomplete. An explainable recommendation engine will rank no- and low-investment actions before capital measures, while verified results will feed back into the models and improve future screening and recommendations.

We will engineer the platform for secure data access, scalable portfolio operation and interoperability across heterogeneous public, building and utility data sources. Pilots across 3–4 building typologies and three climate zones will compare predicted and measured savings and validate the audit trail. The resulting evidence will support credible decarbonisation, portfolio carbon reporting and, secondarily, property valuation and green-finance decisions.
